Our doors open in Victor
After working with a single insurance carrier, Mike Burns and Terry Powell saw how limiting that could be for clients. In 1999, they founded Powell Insurance as an independent agency in Phoenix Mills Plaza in Victor, New York. With access to multiple carriers, they could help clients consider coverage and price together and choose an option that fit their circumstances.
Years
Growing through relationships
The agency grew through referrals, local relationships, and the kind of personal service that keeps people coming back. As the team and its carrier relationships expanded, Powell Insurance continued to serve families and businesses across the Rochester and Finger Lakes region.
Over the years, Mike also took on leadership roles within independent agency networks. Those relationships helped the agency broaden the insurance options available to its clients while remaining locally owned and personally run.
Expanding into Florida
Powell Insurance became licensed to serve clients in Florida in 2019. That allows us to help New Yorkers whose insurance needs extend to a second state, as well as other Florida clients.
Back where we started
In 2022, we returned to Phoenix Mills Plaza, where the agency first opened its doors.
A new chapter
Terry retired in 2024, and Mike purchased his interest in the agency, becoming its sole owner.

Today, our team helps individuals, families, and businesses in New York and Florida understand their options and make informed insurance decisions. We work with multiple carriers and have access to additional specialty markets, but the reason Powell Insurance was founded remains the same: to offer choice, practical guidance, and service from people you can get to know.
